Ohio Department of Transportation announces extended closure for Norwood Lateral as construction-related issues delay reopening

Cincinnati, Ohio – The Ohio Department of Transportation (ODOT) recently announced
that the westbound lanes of the Norwood Lateral will remain closed longer than initially planned due to unforeseen construction challenges.
Despite significant progress made over the last 72 days, contractors have encountered issues that will delay the reopening by approximately two weeks.

Originally, the contractor aimed to complete the construction within an ambitious 80-day timeframe, which would have allowed the Lateral to reopen by August 30. However, the contract provided for a 90-day closure window, and the recent developments mean that the reopening will likely occur closer to the end of this period.

Unforeseen Construction Challenges

The delay is attributed to several factors, including intermittent inclement weather and unexpected complications with the Ross Avenue bridge. During the bridge’s rehabilitation, structural steel issues were discovered, requiring additional design and construction work that was not initially anticipated. These challenges have extended the construction timeline, pushing back the expected reopening date.

Currently, contractors are focusing on completing the necessary work on the Ross Avenue bridge, with plans to pour concrete for the deck overlay next week, weather permitting. In addition to the bridge work, crews are also finishing up milling and pavement repairs in preparation for paving the new surface course, which is expected to begin in the first week of September.

Anticipated Reopening and Continued Diversions

Although a specific reopening date for the westbound lanes has not been determined, ODOT anticipates that the Norwood Lateral will be open to traffic during the week of September 9. This timeline keeps the project within the 90-day closure window allowed by the contract. Until the reopening, motorists are being diverted via S.R. 126/Ronald Reagan Cross County Highway or Fort Washington Way and I-75.

The overall project scope includes significant rehabilitation work on the mainline bridges over Paddock Road, Reading Road, and Ross Avenue. This work involves replacing joints and barriers, painting structural steel, installing new steel members, and sealing the structures. Additionally, the project includes upgrading guardrails, lighting, and signage, repairing deteriorated concrete, and resurfacing the Lateral between the Paddock Road interchange and Interstate 71.

Project Completion and Safety Reminders

Construction on the eastbound lanes of the Norwood Lateral began in mid-March and was completed in late May, three days ahead of the 80-day schedule. The Great Lakes Construction Company, awarded the $21.4 million contract for the project, is expected to wrap up major construction activities in September. However, the entire project, including any remaining work, is scheduled for completion by June 2025.
